The 74HC273 allows for the synchronized transfer of data from eight individual inputs to their respective outputs on the rising edge of a single clock pulse. It includes a “Master Clear” (CLR) function that, when pulled low, immediately resets all outputs to a low state, regardless of the clock or data inputs.
